The Bureau of Laboratory Accreditation, Department of Science Service (BLA-DSS) is empowered, through the Ministerial Regulation B.E. 2564 (2021) reorganising the Department of Science Service, to develop the capability of laboratories by providing assessment and accreditation services to laboratory, Proficiency Testing Provider and Reference Material Producer to comply with international standards. The BLA-DSS is under an umbrella and in the process of using the Thai National Standardization Act B.E. 2551 (2008).

1. Oversee the Accreditation of Laboratories: The bureau manages accreditation activities for both domestic and international laboratories and coordinates with foreign agencies and international organizations to ensure mutual recognition in this field.

2. Certify the Competence of Laboratories: The bureau ensures laboratories comply with the criteria, procedures, and conditions set by the Department of Science Service for recognized accreditation.

3. Develop and Maintain a Laboratory Competence Registry and Index: This serves as a key resource for the development and improvement of laboratories at the national level.

4. Monitor and Assess the Competence of Testing and Calibration Laboratories: This also extends to proficiency testing providers and reference material producers, ensuring they meet ongoing accreditation requirements.

5. Enhance the Capabilities of Assessors and Accreditation Committees: The bureau is responsible for developing assessors, subcommittees, and accreditation committee members involved in laboratory accreditation.

6. Support and Promote the Development of Testing and Calibration Laboratories: Through technical guidance, knowledge dissemination, and public outreach, the bureau supports the development of laboratories, proficiency testing providers, and reference material producers.

7. Collaborate with or Provide Support to Other Relevant Agencies: The bureau works with other agencies or fulfills tasks assigned in support of mutual recognition agreements or related duties.

BLA-DSS has policies and procedures of the assessment and decision making for all applicants in a non-discriminatory manner without conditions on the type, status or size of organization, private or public organizations.

BLA-DSS is non-profit organization that has supported by government. All BLA-DSS operational expenses are allocated from the Government budget. All incomes are treated as governmental incomes, which are handed over to the Ministry of Finance according to relevant government rules and regulations.

In addition to BLA-DSS also has the duties to survey, collect, and provide database of scientific laboratories in the country. It also supports and develops about knowledge, information for developing in the quality management system and safety of laboratory by training, seminar, and public media.
